This illustration summarizes switching, protection, adaption, services and generic networking platform information for both legacy and contemporary network technologies, and for both long haul and metropolitan optical network applications.  Layer 1 (L1) technologies are commonly referred to as physical layer or media layer technologies.  Layer 2 (L2) technologies convey communications across a subnetwork and generally do not process information about service point of origin and destination.  Layer 3 (L3) technologies convey communications between end points; end points of L3 technologies may not always coincide with the end points of the actual service being consumed.  These are convenient concepts to capture and classify functionality.

The inclusion of GR-253 as a “Foundation Standard” stretches the definition of a “standard”.  GR-253 is the intellectual property of Telcordia and not a “standard” that is the creation of a community of experts from across the industry free for any party’s use.  It was significantly influenced by a knowledgeable community of experts from the the Regional Bell Operating Companies, and GR-253 represents a broad and rational consensus of experts.  Further, this document encompasses a comprehensive range of considerations and related topics in order to define the roles of the essential elements in the architecture.  From this point of view, GR-253 is an Architecture “Foundation Standard”.
